B\u00f6ylece <strong>isthdam sorunu <\/strong>\u00e7\u00f6z\u00fclm\u00fcs, <strong>nitelikli i\u015fg\u00fcc\u00fcne sahip, topluma <\/strong>ve <strong>\u00e7evreye duyarl\u0131 <\/strong>bir sanayi yap\u0131s\u0131na ula\u015f\u0131lm\u0131\u015f olur. Ancak bu hedefe ula\u015fabilme, g\u00fc\u00e7l\u00fc makroekonomik yap\u0131n\u0131n \u00fczerine daha rekabet\u00e7i bir \u00f6zel sekt\u00f6r olu\u015fturmak ve k\u0131sa d\u00f6nemli ba\u015far\u0131lardan ziyade, uzun s\u00fcreli s\u00fcrd\u00fcr\u00fclebilir programlar olu\u015fturmakla m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p>Bu ama\u00e7 do\u011frultusunda, <strong>\u201cOrta ve y\u00fcksek teknolojili \u00fcr\u00fcnlerde Avrasya\u2019n\u0131n \u00fcretim \u00fcss\u00fc olmas\u0131\u2019\u2019 <\/strong>vizyonu kapsam\u0131nda, Sanayi ve Ticaret Bakanl\u0131\u011f\u0131 taraf\u0131ndan <strong>\u201cT\u00fcrkiye Sanayi Stratejisi Belgesi 2011-2014 (AB \u00dcyeli\u011fine Do\u011fru) <\/strong>haz\u0131rlanm\u0131\u015ft\u0131r.<\/p>\n<p>Bu vizyona ve genel amaca y\u00f6nelik olarak;<\/p>\n<ul>\n<li><strong>Orta ve y\u00fcksek teknolojili sekt\u00f6rlerin \u00fcretim ve ihracat i\u00e7indeki a\u011f\u0131rl\u0131\u011f\u0131n\u0131n artt\u0131r\u0131lmas\u0131,<\/strong><\/li>\n<li><strong>D\u00fc\u015f\u00fck teknolojili sekt\u00f6rlerde katma de\u011feri y\u00fcksek \u00fcr\u00fcnlere ge\u00e7ilmesi,<\/strong><\/li>\n<li><strong>Becerilerini s\u00fcrekli geli\u015ftirebilen \u015firketlerin ekonomideki a\u011f\u0131rl\u0131\u011f\u0131n\u0131n artt\u0131r\u0131lmas\u0131,<\/strong><\/li>\n<\/ul>\n<p>Seklinde <strong>\u00fc\u00e7 temel stratejik hedef <\/strong>tespit edilmi\u015ftir.<\/p>\n<p><strong>2011-2014 y\u0131llar\u0131n\u0131 kapsayan ve 72 eylem<\/strong>den olu\u015fan \u201cT\u00fcrkiye Sanayi Stratejisi\u201d; yatay ve sekt\u00f6rel politikalar olmak \u00fczere iki temel \u00fczerine oturmaktad\u0131r.<\/p>\n<p><strong>Yatay politika uygulamalar\u0131 <\/strong>ile, firmalar\u0131n rekabet g\u00fcc\u00fcn\u00fc etkileyen, farkl\u0131 kurumlar aras\u0131nda koordinasyon gere\u011fini \u00f6n plana \u00e7\u0131kartan, i\u015fg\u00fcc\u00fcn\u00fcn niteli\u011fini y\u00fckseltecek, finansmana eri\u015fimi kolayla\u015ft\u0131racak, yenilik\u00e7ilik kapasitesini geli\u015ftirecek, girdi maliyetlerini d\u00fc\u015f\u00fcrecek, \u00e7evreye duyarl\u0131l\u0131\u011f\u0131 artt\u0131racak \u00e7\u00f6z\u00fcmler bulunacakt\u0131r.<\/p>\n<p>Bu kapsamda <strong>8 yatay sanayi politikas\u0131 <\/strong>an\u0131nda kamu proaktif bir rol \u00fcstlenecek ve \u00f6zel sekt\u00f6r\u00fcn verimlili\u011fi \u00f6n\u00fcndeki engellerin kald\u0131r\u0131lmas\u0131n\u0131 hedefleyecektir.
